In answer to your question, God never once said "Peter, you are the first Pope!"
He said that Peter would start the first church.
That has nothing to do with Popedom. (I couldn't think of any other word =D)

What I believe that in Verse 18, Jesus is telling Peter that Peter will begin the first church,
and the 'keys' aren't literal keys, of course, but a metaphor for the message that would open the way to salvation for those hearers who would respond. Peter, representing all the apostles, used these keys (i. e. the gospel message) to open the door to the Jews at Pentecost, then to the believers of Samaria, the nto the Gentiles at the house of Cornelius.
